On the state of decay 2 mod discord, there's a mod that increases enclave count to 5 people and makes it so enclaves don't disband when you recruit someone out of there. I got that guy recruited in both zones but I was able to recruit Chavez as well in my normal zone. The normal limit is 9. Enclaves are small communities scattered around the map. ago. Their stats are always good, and one of their traits is always lowering standing rewards. Just a drought. Not if you have 9 and recruit an entire special enclave.
